They race against the clock, not each other. Takes away tactics and drafting to give us an idea of who has the raw power. Its good for shaking up the leader board too because riders can't be marked and pulled back like they can be in a regular stage to maintain the status quo. Gives guys like Evans a chance to make up when there is no way he could have done so in a regular stage.
GC cycling is very much a team sport, and this last tour is a classic case of how a strong team (CSC) trumps a strong rider (Evans).
