I was reading some cycling workouts and was slighly confused when I saw things like 21T or 19T or 15T what does that mean exactly?

Usually indicates the number of teeth on a cog on either the chain ring or cassette.

Refers to your rear cassette and the cog you would be in for the particular workout portion.
21T means the 21 tooth.......19T the 19tooth.....etc.....
So, lets say a 10speed cassettes is like 12-25 or 11-23......these refer to the smallest gear and the biggest gear on the particular cluster. So, in the above cassette example - the 12 or 11 would be the smallest/littlest gear on the back of the wheel ......or the gear that results in the most stress to your legs to turn. Likewise, the 25 or 23 would be the largest (size-wise) gear on the cassette or the easiest on your legs to turn.
